Beginning in late January 2025, the Trump administration — acting through DOGE, led by Elon Musk — moved to dismantle the U.S. Agency for International Development. DOGE operatives were given access to USAID systems and physical facilities while career agency staff were locked out. When journalists attempted to document the events outside USAID headquarters and at federal buildings where agency notices were posted, security personnel and federal agents restricted their movement and recording. USAID contractors and employees who spoke to media about the shutdown reported receiving notices warning them of potential legal consequences for disclosing agency information. The Committee to Protect Journalists and the Society of Professional Journalists issued statements condemning the restrictions on press access as part of a broader pattern of the administration limiting documentation of its activities.
